Vermont Single Payer System Reform

The Green Mountain State

The Vermont Single Payer project was a study of state-level health care system reform. Vermont’s Health Care Reform Commission selected Professor William Hsiao and his team to design three reform options and analyze their impact on health care in the state. I served as the principal analyst on Professor Hsiao’s multidisciplinary team of experts and analysts, tasked with carrying out the complex analyses required by the project.

Ultimately, the team published a report showing significant potential savings to the state of Vermont from implementing a single payer health care financing system, but due to complex economic and political reasons the Vermont Legislature did not implement the proposed system reforms.
