Maryland Hospital Global Budgets Payment System

Maryland implemented a new payment system for hospitals in the State, whereby global revenue targets are set by the Health Services Cost Review Commission for each hospital, and the hospitals are allowed to fluctuate their prices within a ±5% range to have total revenues reach the target. My PhD dissertation evaluated the impact of the State’s initial pilot in rural hospitals on hospital utilization and quality.

This study evaluates Maryland’s global budget reform in rural hospitals, finding that the reform decreased outpatient utilization but did not significantly affect inpatient admissions.
